This very tactile little curiosity is a vintage “clippy’s” ticket holder! 
A clippy was a bus/tram conductor, my dad used to drive buses when I was very young in the 60’s and he always referred to the conductor as a clippy! This explains why! 
The tickets were held in a clip as they are here! 
Each one would be removed and given to the paying passenger. 
A fabulous piece of motoring memorabilia from a time long gone.
